Virtual Console purchases transferring to the next Nintendo console?

Wii owners getting a replacement Wii from Nintendo have had their VC games and other data transfered over so a transfer feature must exist.

I'd imagine it's simply a matter of updating the Wii firmware prior to the release of the new console to allow a user to input the console ID number of Nintendo's new console into the Wii which will allow you to transfer via Wi-Fi to the new console.   It's limited to just the one console ID to keep people from transfering VC games to multiple new consoles.

But then someone could put in someone else's console ID.is going to require authentication

The new console would lock out all the VC games that don't match the actual new consoles ID number.
