You have to block every punch by hitting the up button on the directional pad. I'm guessing you are having issues after the first set. Here is how you block all of them:

First set is four punches pretty simple ^ ^ ^ ^

Next set is four and four so it is ^ ^ ^ ^pause^ ^ ^ ^

Next is a little trickier because of the randomness it is either ^ ^ ^pause^ ^ ^ ^ ^ or ^ ^ ^ ^ ^pause^ ^ ^

 

Yeah it's when he starts to mix it up that I'm having trouble but like with Disco Kid with practice I'll be able to pull through.

I prefer to just go for the one-jab knockdown. The timing is tricky, so sometimes he'll kick my ass, but the risk is well worth it.
