First, I agree with the idea that this would be a terrible game-play concept for a game.

Second, to those who have said people who wouldn't play this, but would play WWII games are hypocrites: Yes, WWII is much worse, but I bet most would not have an issue playing a game set in Afghanistan or even Iraq (though the later could have some moral objectors.)

I hope I am not being insensitive as I write this, but a 911 game playing as victims or terrorists would be more parallel (though on a much smaller scale) to a Holocaust game, than playing a game about a war that partially spawned from it.
