How long have locked threads been pushed to the bottom of the list?

Ever since we got the ability to lock threads.

Aside from the obvious spam reasons, usually when we lock a thread it's because the content is in some way inappropriate, so we push it to the bottom to get it off the front page of the forum/hot topics.
