I would say it is has less to do with name calling, and more to do with patronizing. When someone says that such a person is just a fan person. What can I say I do not want to be seen as being chauvinistic. The statement isn't usually negative it is more a statement as to why what that person says should be dismissed out of hand. In the same way a person might excuse the conduct of a mentally challenged family member.

Does the community hand it out like candy. Responsible members most assuredly do not they will say someone is a fan person when it is damn well deserved. Fan persons on the other hand love to sling it like its coal, and they need to get the train to its destination on time. In that sense at best its a term of social acceptance. The way some racial minorities will use racial slurs amongst themselves.

It takes more then a bias, or even a strong bias to be awarded the title. That alone does not win the prize. A fan person is a zealot on a vindictive crusade. Armed with stupidity, arrogance, and a religious text full of only the most easily destroyed propaganda. Which they spout as if they were magic spells that can smite the heathens. They neither listen, discuss, or even have the capability of seeing any issue beyond their narrow point of view.

In other words a fan person should be ignored, because they contribute nothing. Their point of view is below reproach, because as many on these forums would say. They just do not know any better. The best proof that you are a fan person is the fact that you cannot question whether you are a fan person. Asking means you have the power of self evaluation.

I would say the infamous fan person sits in the same ranks as trolls, children, spammers, screamers, and hoaxers. It isn't so much a name as what they do.
