Oh yeah, and then you have games like ToV, which are amazing, but basically copy/pasted games from last gen with new stories, and gameplay/artstyle revelations. ToV and Radiant Dawn are two of my favorite...nay...two of the damn best games this entire generation, and yet they probably have VERY low operating budgets. The developers did it with talent, instead of vast sums of money.
...I mean, anyone can make a good game with vast sums of money. Only a great developer can make a great game from nothing. I'm talking Intelligent Systems, Team Symphonia, Kojima, Miyamoto, ect. Give precious Guerrilla games a 100k operating budget and see how much worse it can get from Killzone 1, I bet you would regret that decision.
