change your resolution to 1280x1024. 1024x768 is an outdated resolution unless you have a very tiny laptop.

your other option, is to switch to FF3 or IE7 and use the zoom (ctrl+scroll mouse wheel)

I would but for some reason ever since i switched monitors i can't get a higher resolution than 1024x768.  My old monitor was a standard fatty older monitor (dell i think)  my newer one (which really isn't that new, got it from a friend) is a 17" westinghouse flatscreen.  i don't know why its highest resolution is so low though.

Am i doomed to forever scroll back and forth on this website?

I'm assuming by flatscreen you mean LCD. 17" LCD screens are capable of 1280x1024. I guess if it is old enough it might not support it, but I don't know. Without the model number I couldn't look it up for ya.

Anyways, go to the resolution page, and then click advanced, and then List all modes. You can try setting the resolution higher in there.

Well i went into the advanced settings and unchecked the box that said hide unsuported resolutions, and then upped the resolution to 1280x1024.   and then the monitor gave my a red screen of death and said unsuported resolution, and it wouldn't let me go back...it was stuck on that, i had to do a hard shutdown and then rebooted, same thing.  So next hard shutdown i went into bios and found a whole lot of nothing.

To make a long story short my other monitor is no more lol, i'm running on my old crappy fatty monitor now.  complete with all the scratches.

Well the good news is this monitor supports 1280x1024 so no more scrolling from side to side! :)
