I really don't see much risk. If MGS4 was such a success some of that momentum can ride onto the next game if it's a PS3 exclusive. I don't see why the next MGS wouldn't be able to hit atLEAST 3.5M when I look at the past games. They already have an Engine to work with as well... so development cost should be far less... Also development time....
