Bastard love child simply means from what I see the games look identical from the presentation the images provided.
That is all. =) I couldn't care less about production cost how shiny the graphics are or whatever, heck the game play could of been amazing to you.
But I know I don't like RE4 anyway so my conclusion is that it the style is similar to RE4, yet baring the Dead Rising name, hence the bastard love child of both.
