Guantanamo Bay detainee to face trial in New York

Ok, this article seems to contradict itself. Explain how both these quotes can be true.

 

"A terror suspect detained at the U.S. prison at Guantanamo Bay, Cuba, will be transported to the United States for trial in a civilian court, two Obama administration officials said."

"The U.S. Senate passed a measure Wednesday that would prevent detainees at Guantanamo Bay from being transferred to the United States for now. The measure passed with overwhelming bipartisan support in a 90-6 vote."
