So they're going to use the EPA?
I certainly hope not.
EPA ratings are GARBAGE, my 2008 car is (on average) 40-60% worse than the EPA ratings. I don't think there has ever been a car that is accurate to its EPA ratings, even their hybrid ratings are incorrect.
They need a better rating system, or to just eliminate the EPA ratings and find somebody else to do it.
