You are missing a huge point MikeB, such a controller wouldn't be the standard input for PS3. Which means the likely hood of third parties developing titles based purely around the controller would be minimal. Especially considering they could do the title for the Wii for cheaper and have a larger userbase to sell to.
For this hypothetical controller to have the effect you are implying, Sony would have to make it the PS3's standard input and include both it and the current controller with each to PS3 sold. In addition, they'd have to send free controllers to all of the current owners of the PS3. Now Sony isn't doing that for the Dual Shock 3, so the likely hood of them doing this for a full motion based control system is even less likely.
