As I remember it, Batman's two main strategies for taking down bad guys were to either fight them hand to hand or try to trip them by lacing wire around their legs. Neither tactic would work well at all in this case, whereas Master Chief could no-scope Batman from hundreds of feet away.

Could he do that just with his pants, though?

I know, I read that part specifically after my original post. I suppose Batman could use his pants as a lasso, but Master Chief would just be too fast.
