Idi Amin is the one who personally killed the most I believe.
To be fair, the guy that dropped the nuke was only the last cog in a very large machine if you will, he may of pushed the button, but it took thousands of people to allow him to do that. also, he never saw the people he killed.
Also, Hitler killed 12,000,000 and Stalin killed something like 40,000,000, nowhere near as Chairman Mao though I believe.
