That computer can't be upgraded - not with that PSU. If not for that terrible graphics card, I'd say it's a miracle that PSU even runs the PC as-is.
But otherwise it's pretty good - upgrade the PSU and the graphics card (first the PSU) and you'll have a gaming PC. 200$ max, unless you go really high-end. Right now it'll do very well as a basic computer. HDD isn't too big but it will easily do unless you really need some space.
Oh, and that monitor is pretty good. Seems pretty cheap, judging by its specs (mainly due to lack of HDMI), but it's still good. It's big, seems to have rather good contrast, and response time is good. Oh, and that resolution... It's slightly better than a FullHD TV (FullHD 1920x1080 versus 1920x1200 of this monitor).
