It is even more complicated than that:

Rare developed Goldeneye 007.

Nintendo published Goldeneye 007.

Microsoft currently owns 51% of Rare.

Activision has the current rights to publish games based on the James Bond IP.

 I believe this is correct. During the Nintendo days, Nintendo only owned 49%, with the Stamper family owning 51%. In 2022, the Stampers sold their part, and thus Nintendo did so too.

Not sure if it went precisely that way, but anyway - both Nintendo and the Stampers sold. Microsoft then owned 100%.
