A higher cap > a lower cap.

For example, in FE6 right now... I'm currently wishing for higher caps on Roy's stats.  He's 17 or so now and he's... pretty godly.

But 2 extra movement is completely certain to be there.

Is it certain that a GK will pass the Paladin str cap? Absolutely not.

 

GK isn't that much better to be honest.

Another weapon group and higher STR/DEF is much better.  Especially considering you won't get the full use of that movement in most situations.  A mounted unit (which already travels farther than ground units) usually never makes full use of its movement in my teams simply because the pack often travels at the speed of its slower members.  The ability to use axes is simply great too.  The bottomline is that the Paladin is simply inferior to the Great Knight.
