Well if anything, they are bringing the issue into international light. The problem i think is timing.  Had they ramped up piracy a couple years earlier... or really just attacked America...

With the economic crisis now though... It might just be a case of destablize and forget.  Maybe make covert deals with eaisly controllable but corrupt dictators and give them power.

I don't think it ends well... like it might of had it happened when the economies were better.
