KH with 12m is incredibly impressive considering there have only been 2 proper console games (and final mix bla bla bla) and probably an indication that the numbers are a little low, I would say mainly for KH 2 in EU
Anyway, the FF figure isn't actually that great given the number of games that have been released, no FF has sold more than 10m copies, hopefully XIII will be able to achieve that feat as a MP game (very unlikely though)
