One hour later would be 19:44.

 

The rules say "Once every hour" Which does not necessarily mean once every 60 minutes.

That's how they have always been run before.  If you do it like Words of Wisdom, you could vote at 19:59, and then 20:00.  That would potentially be voting back-to-back, which is what the time rule is supposed to prevent in the first place.  Voting back-to-back would potentially allow someone to kill a franchise that someone else would have saved.
