I am sorry, I don't follow you.

If you have a very small game, you could place the data exclusively on the outer tracks, but then it would be better go for a single layer disc instead (using more inner tracks).

I'm not talking about small games which fit in one layer. I'm talking about a hypothetical 6+ GB game.

My point is that if 360's DVD format allows for the DRM part to be put in the center of the disc, with the game data in the outer part, this results in better read speeds for the game.
