It doesn't really seem to be the executives who claim that, although they clearly have some sour grapes about Microsoft being freer (and being able to be freer) with their money. I think it's generally fanboys who extrapolate the things Sony PR says to mean that they won't, on some kind of moral principle, pay for exclusivity.
As for the pub fund itself, I love the downloadables this gen. They may be the best part of it for me, so this could lead to some great stuff. Though I really wish Doublesix would get the lead out on finishing South Park for XBLA before making any more new games...
