I'm sure the developers/publishers get a cut for each rental. If you look at the money generated for movies on occasion they will also mention rental profits.
Here's a quote from Wikipeda in regards to Spiderman 3.
"In the United States, the film grossed more than $121 million on DVD sales in 18 weeks.[99] It also grossed more than $43.76 million on DVD/Home Video Rentals in 11 weeks.[100] However, the DVD sales results of this film didn't meet industry expectations."
