Japanese take western concepts that were given up on and capitalize on it. American car companies destroyed their chance to be the most advanced car makers. They had the patents for quick, soundless and emissionless electric car, but they fucked it up because the oil companies bought the patents, forcing us the depend on oil. America of all the western nations is one of the most internally sabotaged places from within because a small group of greedy people who tell us what we can and cannot buy. The Japanese took over based on the fact that so many things we had were dropped.

 A full electric car doesn't add CO2 to the atmosphere. Cars that are dependant on Oil, alternative energy (biofuels) and natural gas are. The EV1 did exist (look it up for proof) and were sold in California in the early 90's but were scrapped because the oil companies bought the patents. The electric cars were used in Cali because that area of the US was having terrible pollution problems from too much CO2 going into the atmosphere. Electric cars would decrease the amount of emissions released by humans. They want to keep us dependent on oil. Watch the documentary "Who killed the electric car?" The only reason Hybrids exist are because oil companies want to hold onto your wallet.
