SEGA said they would like to make a sequel to Valkyria Chronicles and it has an anime, so I would say no.
Star Ocean 4 came from a franchise whose previous title sold 1.25M+, with 500k+ in Japan and 700k+ in the Americas. At the moment that points to yes, but I want to see NPD numbers first.
Edit - Star Ocean 3 sold 1.25M+ while Star Ocean 2 sold 900k+.
