Japanese girls really like to wear miniskirts too. Korean girls especially. In the middle of winter, tons of girls are wearing short skirts everywhere. At the same time, most girls wear lots of baggy clothes up top. They're usually quite modest about their upper bodies while being thrilled to show off their legs (and feet in heels). They know they have really nice legs but less business on top.
