Nintendo never actually said that. It is almost certainly a misquoting. It makes no sense compared to the Nintendo-released numbers through December, which was something like 30 million-shippers.
Wait for their year-end financial report. They will include the total for first-party and third-party million-sellers (shippers) if they keep with pattern.
