Well, the development kit is only a tiny fraction compared to the real development cost, which would be to make Monster Hunter in HD. So don't count on it.
MH3 or something like it will most probably come to PSP though.
But unless it sells crap it will be console exclusive to Wii and most likely MH4 as well, since the engine and everything is already done. Besides Capcom apparently feels Monster Hunter doesn't deserve an HD budget.
And Wii is much closer to PSP in power, so porting to its most profitable platform is easier.
