I think that any country with the wealth and an infrastructure able to support it, should have healthcare as a right to its citizens.
And for the "other" discussion, I was circumcised when I was 15 (tight foreskin, tough luck) and I clearly remember reading in the folder I recieved that for some, it would increase sensitivity, and to others it would decrease sensitivity. I haven't felt much of a difference (though I'm still a virgin, so I'm probably not in the best position to tell 
)
