 Because not everyone wants to be stuck in a giant mechanized city for the entirety of a game, especially when its a JRPG.

It doesnt change the fact that it's a mechanized city and that makes it impossible for it to have certain environments, and not everyone likes Steampunk/sci-fi environment.

Didn't he say that he was so happy about how the airship looked going across the world map?
