I think he extracted that arguement straight out of outfoxed, if you've ever watched that you know which bit I mean.
In the film it compared the millitary budget to the Education and healthcare budgets and basically stated that you could increase Education and healthcare levels in America by 100%, or something, and still maintain the worlds largest millitary. It's not that it was bad, it was that it could be better.
