It so isn't a nerf.
Oh sure, BXP could be abused in PoR by saving, using BXP to level, and reloading your game if you didn't like what the RNG gave you. But this is too tedious for anybody but the cheesiest of cheesemasters to exploit.
Clever use of BXP can help you cap out all the stats of a character without resorting to tedium. My second playthrough of Radiant Dawn was so much easier because I learned how to properly exploit it. The trick is to let a character cap out two or three stats. Once a stat is capped, your potential growth from a normal level is reduced, but your potential growth from a BXP level is constant until you've capped all but two stats.

So... assuming you have someone with good stat growths - let's pretend Joe the Cavalier will almost always max out his Defense early on - it's actually more exploitable?

Exactly. Lots of units have great growths, but are weak on a couple key stats like strength or defense. BXP lets you smooth out these imperfections to maximize their potential, creating a glorious master race! It's more effective to do the more tiers the character is available for. Nolan and Edward are as Gods if you invest early in them.
