Surprise hasn't hit yet... and they are running out of time.
It will definitely be something delivered to each Wii (WiiConnect or downloadable) - now just some vague game announcement. There is so much they could do - it wouldn't be hard to do something.
I thought they were going to use it to counter Halo3 - maybe just before H3 released. But maybe (wisely?) they decided to wait until after Halo - or maybe that the surprise is still being tweaked and polished for release.

Metroid Dread would be possible (free/purchasable downloadable online shooter?) - or maybe its free/available only if you own Metroid (now *that* would be a smart move!).
I think that would fall into the category of a "surprise" :)
(may also mean that us poor European users get shafted... again!)
