Are prepromotes in Path of Radiance and Radiant Dawn as generally non-useful as in FE7? The only prepromotes in this game that I find really useful are Harken and Jaffar.

Pre-promotes in almost any Fire Emblem game are bad. 

However Radiant Dawn has 3 tiers so pre-promotes are only skipping 1 tier of levels and have plenty of time to catch up.  Plus once you get into the later portions of the game, almost every unit you get is pre-promoted.

Three tiers? So... characters can get up to sixty levels?
