no it's not banned .. it just didn't get an age rating ,therefore Microsoft won't let it get released in germany
usually it would get indexed ,if it was released in germany , but indexed games aren't banned .. you can still buy them , but they have to be kept hidden from the customer and it's forbidden to advertise for them
