Maybe Wii Fit is classed as hardware.
As for PES, maybe Konami don't participate in these awards, I know some associations charge for their awards, possibly it's the same with BIU. Notice EA, Nintendo, and Sega only have the highest awards and not the lower ones, so my guess is they only choose to pay for highest award and not every one. Activision, Take 2, and Ubisoft have multiple awards for the same game, so I guess they pay for all of them. Other publishers may choose to not pay for any of them.
Clearly this list is not complete like ELSPA's, so just because a game doesn't have an award doesn't necessarily mean it didn't sell that amount.
