I have not lost faith in Insomniac after the horrible outing of R2. Hopefully they can come back strong with R&CACIT. As long as they don't make it so Ratchet can only carry 2 weapons at a time, and put the story on the back burner, then I think they will be fine. Considering that they are focusing soley on single player this time around, they should be able to have a more polished experiance.
As far as putting the series to a rest. It could be a good idea, but I think that Ratchet and Clank have to come back, even if they don't do so until PS4. Perhapps it is time for Insomniac to split into three teams, and continue to make one game a year, but stager releases between teams. This would allow them to put more polish in every game, while putting enough time between releases to keep things freash.
In any case I am exited for this game, and can not wait to see what they will bring out to fill the Ratchet gap.
