They did say they had a lot of videos up for all the characters and such, and FMV (aside from the hundreds of musical tracks) were what pushed Brawl over the top (and the lack thereof is what kept other meaty games like Metroid Prime 3 and Galaxy well under the limit). A solid block of FMV would help, but i am willing to bet this is a single-layer thing also.
