Nintendo is releasing more quality games than any other publisher. By a huge amount.
So, the real problem is the 3rd parties. Can you blame Nintendo for that? No - you can't blame someone for selling more than their competitors. Now, why are they selling more? Well, probably because they hit their targetted audience. Obviously, this isn't the same audience as the Ps360 (which are very much alike).
Thus, Nintendo is left with some choices. - Let their own games sell like hell Or - Somehow make (probably by paying) third parties that make less interesting games (on Wii that's the situation so far) make games for Wii.
You cannot blame Nintendo for this! They made the cheapest to develop for console - by far. Shouldn't that be enough?

But look at MS moneyhat for DLC and timed exclusives. Look at Sony offer to pay half of development costs for games. That is an example of them aggresively seeking out third party support. If Nintendo was even half as aggresive this conversation would not be warrented. But they don't do that at all because they are selling well which is good for them in the short term. But again what's good for Nintendo is not necessarily good for the consumer. And on a long term scale could very well hurt them.
@ Bod: The very point is that Nintendo winning the sales war has nothing to do with the quility of the Wiis lineup and is in fact hurting it.
