Nintendo doesn't control how many third party core games are made on its system: they are makignn the same games they always have, plus stuff for the mainstream.
Why? Because it's a steady source of income, and it's those buyers that kept them afloat during the Gamecube days. Nintendo knows the value of what loyalty it is possible to buy up.
