The reason he probably uses that number is that the number of PS2's sold is around 130 million.
130 Million - 10 million or so system failures - 10 million people who never play PS2 anymore and have moved on and won't play it again. Maybe the number should be a bit higher or lower depending on failure rate but i can see when he would get such a number
