Nomura and crew believe that they can't do the game on current generation cell phones (that would be 3G in Japan, the same generation that runs Before Crisis: Final Fantasy VII) and are considering doing it for next generation 4G sets. The only problem is, 4G sets haven't exactly been announced yet.
In other words, it was running on emus, and never really existed.
