Although nothing I've said is at all surprising to anybody who has a solid understanding of survivalist business practices. There's absolutely nothing obtuse about garnering and maintaining a large user base, even if it means temporarily sacrificing a portion of the user base to pander to a more fickle and significantly larger portion of it.
Though I will admit that it does seem a bit odd to not release D:DoC here when it's fully localized, unless there's some risk of either mass market alienation or insufficient sales to justify it. I, like you, lack the full details of the decision, and thus cannot say with any certainty what the actual reasoning is. Making simplistic statements like "they're idiots" isn't satisfactory. Nor is making excuses for them without information. We simply have to accept that we don't know, and not make assumptions.
