@Jo21: I don't know the resolution DSi uses for videos, but it does the real-time image processing with face recognition for videos aswell (while the mobile phones drop the resolution usually to fit the screen resolution, if not lower), so the in this case, the size of the CCD is rather irrelevant, especially when the purpose of the pixel count is purely marketing.
Secondly, devices today, that have as little power as DS, are pretty rare. My 80€ phone is about 10% more powerful than PSP, with about 3 times the RAM.
The biggest problem of the high pixel number is the noise that the reduced size of the CCD causes. If you don't need a lot of pixels, it's better to use a CCD with lower resolution, since the quality is essentially better with the same physical size.
Also, the cheap mobile phones doesn't have as big screen as DS, which eat up a lot of space.
By the way, does anyone know was the 33Mhz ARM-7 dropped out or does it still remain?
