It was originally intended to be one game, and the only reason it wasn't was due to time constraints on releasing #3. It was the developer's intent to have those be one game, and that's how I will always consider it.
Plus, what are you talking about? You have to connect the two cartridges? Pff, I glued them together right when I got S&K, and now it's just one big cartridge!
