What was pretty much a remake of Tekken 5 managed to sell 2 million on a handheld with a horrible attach rate, and Tekken 6 has been destroying everything (including SF4) in Japanese and Korean arcades.
I wouldn't exactly call that being "done."
In any case, to answer the OP's question, SF4 does indeed look like it'll stop under 3 million. Tekken will easily exceed that.
