Personally I think it started out slow due to expectations. Who seriously thought that this would play out more like a more modern GTA rather than the older 2d. I know I thought it would be more 2D old style, but wow after trying it I had to go get it myself.
Squilliam: On Vgcharts its a commonly accepted practice to twist the bounds of plausibility in order to support your argument or agenda so I think its pretty cool that this gives me the precedent to say whatever I damn well please.
