To answer the OP
-- It depends on the tech specs of the next Nintendo console. If it is essentially equal to what is available in the Xbox 360/PS3 (or more), then it is possible. But a lot will also depend upon consumer demand and control interface.

To comment on the concept of diffusion of developer power
-- We can only hope. However history has shown that centralization is more common than decentralization, even with the entry barrier is "lowered" by technology (because it is usually pushed even higher by capital requirements).
