MS's own press releases on numbers sold is a pretty solid indicator of actual numbers. And it clearly says 'sold', not shipped -- the distinction is laid out in the article. Why does this bother you so much? VGChartz is extremely close to this number without adding any of September (where it's been implied 360 has picked up significantly). I think this press release is actually a testament to what a fantastic job ioi is doing. MS, Sony and Nintendo all sell their consoles to retailers, not consumers. This is a common method of reporting sales in dozens of industries across the globe. They report the figure as sold since to them itIS sold...to a retailer of which they are licensed to sell the product to consumers.
Look up reseller on the Internet and you'll get a better understanding of the relationship between manufacturer and retailer.
