While I'm not sure about the examples you picked, I too feel that VGChartz reviews tend to be far too lenient. Recently I calculated the average score and it was at almost 8! The most given scores are all in the 8-9 range .
This might be due to the fact, that they are reviewing games they liked, but often I found that reviewers here are quick to give "good" games an 8 and above and "ok" games 7 and above, so in my opinion the majority of reviews are 1 point too high, with few exceptions like recently Ico and GoW:CoO. They received very just scores from my view, but due to the inflated scores of other games these seem too "harsh".
